This paper introduces the opportunities and challenges of environmental monitoring system,and the importance of the personnel system reform,and introduces the goals,principles, operation procedures.According to the situation, some suggestions and countermeasures which may provide some supports for the personnel system reform of environmental monitoring station are put forward.
