The expounding logic of technical rationality was the guiding language for the explanation of governmental life in the 20~th century. Such a language system had assumed its basic form in the formal rules of the economic practice of capitalism.When technical rationality became the primary foundation of the government's legal demonstration,it impaired the value of democracy accumulated in the 19~th century.Put in its place was the efficiency principle,which,when being frustrated,declared the dilemma of such an explanatory logic about the government and its system of behavior.
