论宗族势力对村民自治的影响及对策——重庆市C县G镇宗族势力实地调研分析

Influences of Clan Power on Villager Autonomy and Countermeasures

经过实地调研及访谈宗族势力比较突出的重庆市C县G镇的部分镇、村干部及村民 ,发现宗族势力已经成为影响制约村民自治进程的一大消极因素。宗族势力对村委选举的影响和对村务的干预现象 ,既有基于维护家族私益的内部根源 ,又有基于国家政权对乡村社会控制力弱化的外部根源。要限制宗族势力对村民自治的负面影响 ,就要推进城镇化进程 ,逐步削弱宗族观念 ;实行村务公开 ,防止宗族操控村务 ;转变乡镇政府职能 ,保障村民民主权利 ;发展农村社会中介组织 。

The investigation and interview to some cadres and villagers in C County and G Town in Chongqing show that the clan power has been a main negative factor affecting the progress of village autonomy. This phenomenon stems either from the internal cause of upholding the clan interest or from the external cause that the state power weakens the social control to the countryside. The unfavorable influence should be restricted by promoting the progress of urbanization, gradually weakening the clan mentality, transforming the functions of town government to ensure villagers' right and expending the medium organization in the countryside to get rid of the clan power.
