我国农业水资源状况与水价理论分析

Analysis on Agricultural Water Resources and Water Price Theory in China

对我国水资源状况进行了深入分析,水多、水少、水脏、水浑和生态失衡是我国水资源的现状。对农业灌溉用水进行了探讨,从水分生产效率和水分利用效率来看,与发达国家相比都还有较大的差距。分析了水价体系对水资源配置的调节作用,探讨了目前我国水利工程水价存在的主要问题,讨论了水资源动态均衡价格向量的变化轨迹及其稳定性,当价格向量沿理想变化路径变化时价格向量最稳定,当价格向量沿非理想变化路径变化时,提出了价格向量相对稳定的充要条件。

The state of water resources in China is thoroughly analyzed that excess, shortage, pollution and ecological imbalance of water resources are the main problems. Compared with developed countries, we still have a long way to go in water productivity and utilization ratio. The adjustable action of water price system on the distribution of water resources and the major problems existing in the present water price are explored in this paper. Besides, the variation locus of the dynamic balance price vector of water resources and its stability are discussed. When varying through the ideal variation locus, the price vector is the stablest. The sufficient and necessary condition for the relative stable price vector is put forward when it varies through the non-ideal locus.
