政治发展是以经济或社会生活矛盾的展开为前提的。政治系统的调整或更新自身的结构要素,以更好地适应经济发展和实现社会稳定是一个持续不断的过程。公民政治意识的嬗变是政治发展的心理基础和先导,公民政治意识嬗变的烈度决定着政治发展的形式和速率,公民政治意识的基本取向决定着政治发展的方向。
Political development is presupposed by unfolding of basic contradictions in economy or social life.It is a continuous process for political system to adjust and renew its own structural elements so as to better suit economic development and to realize social security.The change of citizens'political consciousness is the psychological basis and forerunner of political development and its intensity decides the form and speed of political development.The basic direction of citizens'political consciousness determines the direction of political development.
