政治建设和政治文明思想的新发展

New Development of Political Construction and Political Civilization

党的十六大报告第一次在党的代表大会的文献中确立了“政治建设”、“政治文明”、“借鉴人类政治文明的有益成果”等重要思想 ,这在我国政治发展的历程中具有重大意义。为进一步推动我国政治建设和深化政治体制改革解放了思想 ,指明了方向 ,开辟了道路。本文阐述了“政治文明”的价值判断标准、实践衡量标准以及制度保证问题 ,分析了“政治建设”的提出对思想解放产生的巨大作用 ,论述了借鉴人类政治文明的主要方向和内容 ,回答了如何理解和把握积极稳妥地推进政治体制改革等问题。

The report delivered at the 16 th CPC National Congress has, for the first time, established such important ideas in the Party congress documents as ”political construction”, ”political civilization” and ”borrowing from the beneficial achievements of human political civilization”, which is of great significance to the development of our political development. To push forward our political construction and deepen the reform of political system, it has pointed out the correct orientation and opened up the way. This essay has accounted on such issues as the criteria of values of ”political civilization”, judging criteria by practice and the system guarantee, and analyzed the important function of putting forward ”political construction” to the emancipation of thinking, then, related to the main orientation and contents of borrowing from human political civilization, and lastly, answered the question of how to grasp and push forward the reform of political system steadily.
