中国社会转型期行政伦理基本准则规范的构筑

Formation of the Basic Norm of Administrative Rules in The Changing Chinese Society

构筑行政伦理的基本准则规范是行政伦理建设的基础工作,本文从中国社会转型期的现实和发展要求出发,提出系统构筑中国社会转型期的行政伦理准则规范,应抓住"一个核心",把握"六个原则",涵盖"四种层次"。一个核心即为人民服务;六个原则即廉政原则、勤政原则、效率原则、公平原则、民主原则、法治原则;四种层次即形式层次、领域层次、层级层次、境界层次。

Based on the reality and development of the changing Chinese society,this paper puts forth the basic norm of administrative rules during the period.It can be concluded as one core-serve the people,six principles-clean policy,hard work,efficiency,fair and justice,democracy,lawfulness,four levels-formality,leading,medium and highest.
