时隔近两年,"9·11"事件对世界贸易的深远影响已经显现.在这短短的时间内,美国近乎疯狂地出台了各种航运反恐计划.C-TPAT及"24小时新规"的陆续登场,已将海事界搅得波涛四起、暗流涌动,更有甚者,在以美国为首的多国推动下,ISPS规则被国际海事组织列入SOLAS公约,成为108个签约国必须履行的职责.7月29日,中国海关总署署长牟新生与美国海关与边境保护局局长伯纳在京签署中美海关"集装箱安全倡议"(CSI)合作声明.这标志着两国CSI实质性合作的开始.可以说,一系列的反恐计划毕竟为航运企业带来了或多或少的麻烦,我们不禁要问:航运反恐几时方休?

S has unveiled various packages of anti-maritime terrorism schemes, such as C-TPAT, CSI, which all have strongly waved and waved the maritime circle around the world.
