摘要
领导素质包括主体素质、客体素质和要求具有的目标素质。由于领导素质的生成机制、性质以及所产生的利益不同,领导者在对于目标素质的追求中会发生偏离的可能。制度约束,体现为对领导者实行进入、退出、制约和激励,是纠偏乃至激发领导者追求目标素质的途径。
Leaders' quality consists of subject quality,object quality and target quality. Owing to the diffenence of the generative mechanism, character and the produced interests , it is possible for the leaders to stray away from their pursuit of target guality. Therefore, systrm restriction serves to correct errors and stimulate the leaders in their pursuit of tatget quality when they come to power or retire from post.
