电子政务评价指标体系

THE INDICES FRAMEWORK FOR BENCHMARKING E-GOVERNMENT

本文在全面介绍当前全球各种电子政务评价指标体系的基础上 ,结合作者在公共管理方面的研究成果 ,提出了一套全新的“电子集中、电子安全、电子管理、电子服务、电子决策”五项测评电子政务评价指标体系 ,并利用该评价指标体系对我国各大城市目前的电子政务发展水平进行了尝试性测评 ,测评结果显示 ,本论文提供的电子政务评价指标体系相对于其它评价体系而言 ,不仅系统完整、简洁明了 ,而且具有更崭新的特征。本文提供的电子政务评价指标体系可以概括为 :“顶端为政务基本架构 ;中间为信息技术与政务的有机结合 ;底层为众多的标志性特征”。

Based on various global e-government survey examples,in this article,the author put forward a brand-new indices frame for measuring e-government,the new frame consists of five parts-e-concentration,e-security,e-management,e-service,e-decision-making(or e-democracy),which comes from the authors research achievement in public management.Upon the set of indices frame,the author has measured thirty-four big cities in our countries.By the survey result,it shows that the indices frame in this article is very good and has a different characteristic from others.It can be summarized that the indices frame in this article is'the top indices reflects the basic government affairs structure,the middle integrates information techno￣logy with government affairs,and the bottom employs with numerous symbolized characteristics'.
