摘要
针对评标中涉及的主要指标,根据从定性到定量综合集成方法论原理,通过将改进的Delphi法、AHP和模糊综合评判理论有机结合,构建三元评标模型,并通过实证分析验证其可行性和有效性。
In view of the main indexes used in the evaluation of the bidding documents and in accordance with the theory of meta-synthesis methodology from qualitative analysis to quantitative analysis,the model of bidding documents is created by organic combination of careful and scientific analysis Delphi,AHP and Fuzzy Comprehensive Evaluation.It proves to be an reasonable and effective model for evaluating the bidding documents.
