伊拉克走出孤立——各国闯飞“禁飞区”评析

Iraq:Out of Isolation——Comment & Analysis on Intrusion of Foreign Airlines into “Non-flying Zone”

自 2 0 0 0年 8月俄罗斯带头打破美、英非法在伊拉克设置的“禁飞区”规定之后 ,法国、阿联酋、叙利亚等许多国家的民用客机纷纷飞抵巴格达萨达姆国际机场 ,对伊拉克人民表示声援 ,并呼吁早日解除对伊制裁。各国的“闯飞”行动产生了如下影响 :一是伊人民看到了取消“禁飞区”的希望 ;二是伊政府恢复了两条国内航线 ;三是将为最后解除对伊制裁发挥一定作用 ;四是显示了美国霸权主义软弱的一面。

The civil airplanes from many countries such as France, UAE and Syria have recently landed at the Sadam International Airport in Baghdad since the Russian plane firstly broke down in August 2000 the “Non-flying Zone” that was illegally set up by USA and UK after the “Gulf War”. This action shows peoples' support for Iraqis and their strong hope for termination of the sanctions. Its impacts are as follows: lifting the ban of “Non-flying Zone” can become true for Iraqis; two domestic airlines have been resumed by the government; it will play certain positive role for final ending of UN sanctions; it reveals weakness of the American hegemony.
