Transportation Cost Analysis Considering Energy Security and External Costs

交通运输政策应关注能源安全问题,将能源、环境、安全等外部成本纳入交通运输的定价体系之中。基于以上认识,可建立市场经济条件下交通运输社会总成本的目标函数,并举例分析能源成本内部化前后各种主要运输方式运量的变化,从而在社会总成本的概念下建立更科学的综合运输系统构成方案的评价指标体系。

The problem of energy security should be seriously considered in transport policy. External costs, such as the investments and expenses in energy sources, environment protection and traffic accidents, must be internalized when pricing the freight and passenger transportation. This paper therefore expounds a new object function of the transport multiple costs, and takes energy cost as an example to analyze the effect of internalization of external costs. Then, a mathematical model for optimal the total transportation evaluation index system is developed.
