摘要
业务外包给图书馆带来了诸多优势:突出图书馆的核心业务、降低作业成本、充分利用社会资源等,但同时也带来了一些负面效应:潜在成本增长、失去学习机会和核心能力培养机会、助长新的竞争对手的形成等。本文重点讨论了图书馆业务外包的不利因素,以及图书馆为了完善业务外包机制所要采取的联合参与式业务外包、部分业务外包与多种业务形式相结合、正确确定业务外包的范围、变完全外包为临时外包等应对措施。
The outscourcing brings many advantages to library. It can make the library core job more outstanding, reduce the work charges and make the best use of the social sources. At the same time, the outsourcing brings library such disadvantages as more latent work charges, less chances to study and improve the core ability, and the formation of the new competitor. This paper mainly discusses the disadvantages of the library outsourcing, and the countermeasures that the library should take in order to improve the outsourcing mechanism. The mode of the library outsourcing can be united, partial, whole or temporary.
