A System Perspective on the Quality of Distance Education

摘要 系统观是自然辨证法中认识事物的基本观点。本文以系统观为出发点,讨论系统观对远程教育质量管理的启示,提出了整体性、层次性、协调性和历史性的系统质量观。 The quality of distance education has attracted widespread attention within the educational circles and from the general public. This paper employs the system theory of the dialectics of nature to examine the quality of distance education. The analysis can be used to guide the practice of distance learning and teaching and hence enhance its effectiveness. In the system theory, a global perspective is adopted to examine the distance-learning institute via its various components, for example, factors and products, or inputs and outputs. Each distance-learning institute is not only analyzed on its own but is studied in relation to the entire education system of a country. Even within a single organization, there are many elements such as programs and courses, support services, etc. These elements have to be coordinated in an effective manner so as to respond to the needs of our times. In this global perspective, different players in the distance learning system can gain a better understanding of their roles. This should lead to a consistent increase in the quality of distance education.
