公共治理和世界各国的治道实践充分证明,社会结构和社会体制类型与治理模式之间存在着密切的内在关联。随着当代中国由传统农业社会向现代工业社会、高度集中的计划经济体制向社会主义市场经济体制、政治国家向公民社会、封闭型社会向开放型社会的转型,探讨社会转型与治道变革的内在关系,对转型时期的公共治理及其模式进行重新定位与选择,确立发展、效率、公平、法治、分权的治道变革价值取向,建立以利益协调为基础的治道机制。

Public management and the governance practice all over the world speak volumes for the close relationship between the social structure, social system and the governance mode. In the transformation from the traditional agricultural society to the modern industrialized society, from the highly centralized planned economic system to the socialist market economic system, from the political country to the civil society and from the close society to the open society, it is prominent to probe into the inner relations between the social transformation and governance reform, to form and choose the public governance and its mode in the process of the social transformation to establish the governance value of development, efficiency, equality, legal system and division of rights and to establish the governance system based on the interest coordination.
