论我国企业应对国外反倾销指控的有效途径

On the Efficient Paths against Accusations of Foreign Anti-dumping

加入WTO以来,我国企业遭遇国外反倾销案的数量有所回落,但仍是遭遇反倾销指控最多的国家,极大地影响了我国出口贸易的正常进行。这一方面是因为国际环境发生了变化,贸易保护主义有所增强,各国纷纷采取各种措施保护国内市场;另一方面是由于我国企业自身存在着价格过度竞争,出口产品结构不合理,面对指控应诉不力等。因此,我国企业应加强对《反倾销协议》及各国国内反倾销法的了解,建立现代企业制度,规范企业行为,优化产业结构,采取积极有效的措施,竭尽全力应对国外反倾销指控。

Since the entry into WTO, our enterprises have certain decline in the number of foreign anti-dumping cases involved, but our country remains in the top lists of most accused anti-dumping countries; it is affecting the normal operation of our export trade. On the one hand, there are changing international environments, stronger trade protectionism, and more measures to protect their domestic markets; on the other hand, our enterprises are involved in excess prince competitions, failing to execute powerful appearance again accusations, and the structure of export products is irrational. Therefore, our enterprises should enhance their understanding about Anti-dumping Agreement and the anti-dumping laws implementing in other countries, build modern enterprise system , standardize self behaviors; our country should optimize industrial structure and adopt positive measures against foreign accusation of anti-dumping.
