Cashmere trading is one of the characteristic exports of Ningxia .The policies of the government to adjust the export rebate rate have impact on its devoelopment. Based on the analysis of the problems on cashmere industry, the paper puts forward the suggestion on how to promote the quality of cashmere in Ningxia by the optimization of the resource allocation, perfecting the standard and increasing the added value of the product .Key word:cashmere; export tax rebate; foreign trade economy
