对建国 5 0年间高校两次院校调整进行分析 ,提出其利弊得失 ,分析政府工作的决策 ;

There have been twice restructures of the colleges and universities structure during 50 years after the new state was established. Analyzs them and points out advantages and disadvantages and the policy decision of government work to the restructure, The paper then integrates the problems from the restructure and raise the essential principles which refer to the development of higher education.
