金融资源区域配置的失衡性探析——四川与东部部分省市金融增长的比较分析

西部大开发最缺的是资金,最难解决的也是资金。通过对四川与上海、浙江、广东、山东等沿海省市在金融发展总量、速度、结构、效益及环境等方面的比较分析,可见四川金融发展和改革及资本市场发育与全国和东部沿海省市相比仍有极大的差距,这种差距在西部大开发实施以来还在明显扩大。而四川是西部金融发展最强的省份,其他西部省份就可想而知了。这种差距是东西部差距的一个方面。事实上,金融资源区域配置的失衡已成为制约西部欠发达省份经济发展的重要因素。本文强调,宏观经济调控包括中央银行货币政策要收到良好的效果,必须考虑西部大开发因素,考虑区域经济因素,并对西部省区金融发展、改革与创新提出对策性建议。

The most deficient thing for Western Development is fund, which is the most difficult problem to solve as well. By comparison between Sichuan province and other eastern coastal provinces like Shanghai, Zhejiang, Gong-dong and Shandong in terms of finance development quantity, speed, structure, efficiency and environment etc., the paper concludes that Sichuan province lags behind a lot especially in the fields of financial development and reform and capital market growth. Furthermore, evidence shows that the gap has been enlarging since from the launching of Western Development. The gap is just one facet of the differences between the West and the East. In fact, imbalance of finance resource allocation among different regions has become the fundamental factor that restricts the economic development of those western underdeveloped provinces. This study emphasizes that, in order to obtain good effect from the implementation of monetary policy, the policy - maker should take the factor of western development into consideration, including regional economic conditions. Finally, suggestions are given with regard to financial development, reform and innovation in the western provinces.
