CEPA的出台是由内部因素和外部因素共同作用的结果 ,其内容包括货物贸易自由化、服务贸易自由化和贸易投资便利化等各个方面。CEPA属于自由贸易协议 ,其主要特点是在“一国两制”的框架下 ,由中国中央政府和香港特别行政区政府共同签署的 ,因而其规定的互惠条件不仅优于WTO ,也为其他地区的FTA所不可比拟。CEPA的战略意义是 ,其有效实施必然会大大促进两地经济的协调发展 ,实现双赢 。
