In this paper, the reform of valuation with bill quantity of construction works was illuminated to establish the mechanism of marketformatting construction projects cost. This reform will adapts the development needs of modern market economy. Through updating the currentcost evaluation methods and foundation, and adopting the relative measurements, this kind of cost mechanism will consummate continuously.
