摘要
县级公共财政存在许多困难,其主要是财政体制和财政供养人员过多所致。要在界定县级公共财政的基本职能基础上,构建县级公共财政的基本框架。
The public finance in county level exists many difficulties and the maim difficulties are the public finance system and so many personnel maintained by the public finance.
