Constructing the Honest Mechanism in Accordance with Socialist Market Economy

人无信不立,家无信不睦,业无信不兴,国无信不宁。诚信,是一种代代相传的经验法则,是现代社会中每一个成员都必须遵循的基本规则和社会义务。诚信不仅仅是道德范畴而且是法制范畴,是一种人格、制度和法律规范的统一体。坚持诚信为本的原则,是人们安身立业之本,是市场经济基石,因此,在市场经济的条件下,重塑诚信,建设诚信社会,一方面,要体现以人为本的原则,强化诚信功能,体现个人社会需要,提高政府公信,合理实现利益均衡,不断加强对全民的诚信教育,培育社会的诚信人文环境;另一方面,应加强诚信立法,规范诚信法制社会,建立健全社会诚信机制,构建社会信用制度,加大诚信激励,鼓励守信,惩罚失信,规范取信,给诚信以法律的定位。以德养诚,依法护信,德法相济,构建完善的社会诚信机制。

Without honesty man cannot live; without honesty a family cannot live harmoniously; without honesty an enterprise cannot be prosperous and without honesty a country cannot be stable and peaceful. Honesty is an experience law carried on by generation and generation as well as a basic principle and social duty that must be followed by every member in modern society. Honesty has not merely been a question in moral category, it has risen from moral category to legal category; it is an integrate body of man's moral quality, system and legal norm. Adhering to the principle taking honesty as the foundation is the basis for man's settled place and starting career as well as the foundation stone of the market economy. So, under the condition of market economy, remolding honesty and constructing honest society on the one hand embodies the principle of taking man as the foundation; strengthens the honest function, reflects individual's social need, enhances the government's public credit, rationally realizes equal profit, constantly strengthens the honesty education for all people and cultivates the human environment for the society; on the other hand, it strengthens honest legislation, normalizes legal society, sets up and perfects social honest mechanism, enlarges honest stimulation, encourages keeping honesty, punishes losing honesty, normalizes obtaining honesty and fixes the legal position for honesty. It is necessary to maintain honesty with moral; protect honest with laws; let laws and moral complement each other and construct the perfect social honest mechanism.
