摘要
重大工程项目在国民经济的发展建设中起着举足轻重的作用,对于它的决策研究具有十分重要的意义。重大工程项目都为复杂的大系统,其主要特点是:规模庞大、结构复杂、影响因素众多,后果影响重大。本文从重大工程的系统特征出发,运用系统工程的思想、方法对于它评价研究进行了探讨,提出了重大工程决策研究的系统模式。
This paper points out that major engineering projects play a significant role in the development of our national economy, Based on the analyses of characteries of major engineering projects, the paper presents the systematic approaches to the evaluation and policy decision for projects of this kind.
