REVIEWING GREAT-POWER RELATIONSHIP IN 2000 AND FORECASTING ITS FUTURE TRENDS

2000年,大国关系有所改善,国际局势相对平静.美、俄、欧、日等大国继续积极调整其对外战略,争取21世纪有利地位的激烈角逐已经展开,大国之间的矛盾,特别是美国与其他大国的矛盾进一步深化.

Guo holds that,compared with 1999, the great_power relationship in 2000 has shown a relative calmness, and this was an inevitable adjustment after its unrest in 1999 and was an inevitable preparedness before the great powers wrestling for competition in the 21 st century. The main points of the author's view in the article are: ①The great powers have been continuing to adjust their foreign strategies and policies, thus beginning the competition for a favorable position in the 21 st century. ②Generally, the great_power relationship has been improved, but a deeper contradiction between the U.S. and other powers was also observed. ③An important trend must be mentioned that, although U.S. China policy failed to become a hot issue during the presidential election in 2000, China was still regarded as America's critical competitor in the next 15-20 years. It means that the argument of “China threat' has become one of the strategic cornerstones in America's China policy.
