This paper gives a brief explanation of the factors restricting schoolmasters' ideas of running schools and makes an analysis of schoolmasters' qualities,the level of local economic and cultural development,the tradition of running schools,national policy and social morals,which exert influence and impose restriction on the schoolmasters' ideas of running schools.
