高等教育法治首先是一种观念法治。教育领域长期存在的非法治思想,严重影响着高等教育法治化的进程。当前中国教育法治的一项基础工程,就是要通过法律教育和法律实践等手段,推进法律意识的现代化,夯实高等教育法治的观念基础。

Educational rule of law is a kind of conception of law and order. The traditional personal-training conception should give way to the lawful conception, which places rights as the developing and standing point of personal training. It means to establish the value orientation of standard of rights, to use the degree of the realization of students' rights as the value standard to evaluate our work. We should respect people,care people and develop people to the utmost extent while scientific management is being carried out.
