安全观念是一个国家建立有效安全机制的基础。传统的国家安全观念是以国家间相互对抗与冲突为前提的。冷战后全球化时代的到来 ,国家之间相互依赖加深 ,国家之间的冲突将逐渐淡化。从全球范围看 ,传统安全问题对世界和平的威胁已大大减弱 ,而非传统安全问题却变得越来越突出。随着非传统安全威胁上升 ,国家安全观念、国家安全机制在原有基础上将随之发生重大转变 。

Security idea is the basis upon which a nation sets up its effective security mechanism. The traditional national security idea makes antagonism and conflicts between nations its premise. With the coming of the era of globalization after the cold war, the interdependence between nations deepens, and conflicts between nations will weaken gradually. Looking from the scope of the whole world, while the threat of traditional security to the world peace has been reduced considerably, non-traditional security question becomes increasingly outstanding. With the rise of the threat of non-traditional security, great changes will accordingly happen to the national security idea and the national security mechanism on their original basis, so that the development of new security situation can be adapted.
