区域系统的开发、规划和管理——当代中国地理科学的主战场

ON THE DEVELOPMENT, PLANNING AND MANINGEMENT OF REGIONAL SYSTEMS: THE MAIN FIELD OF THE MODERN GEOGRARHY IN CHINA

本文针对我国目前正方兴未艾的区域开发、区域规划和区域管理的科学实践,从地理学角度阐述了其理论背景,指出了作为其对象的区域系统的复杂特性。进一步就指导区域开发、规划和管理的区域系统理论和模型以及区域信息系统作了具体分析。

The most important task of modern geography is how to establish the harmonious relationship between human and geographical environment. After World War Two, the global contradictions of 'population and city-resources and environment' were becomming increasingly acute. HOW to implement regulation and coordination in the man-land interactive regions of different intensity, is the central task of regional development, planning and management.The object of regional development, planning and management is regional systems. There are three elementary theories on the development, planning and management of regional systems, a) the theory on the part and the whole of systems, b ) the theory on the maximum usage rate, c) the theory on modeling system. The complexity of regional system de-ides that only by the system of regional models combining with proper qualitative analysis method, can the problems of the development,planning and management of regional systems be solved effectively. At the same time, the regional information system also sust be developted for the regional management.
