对农民工的权益保护是现代中国城市发展中遇到的一个复杂的问题。全方位的保护策略无疑是完美的,但分析每一种利益保护主体却可以发现,真正的主角只能是政府,而非与农民工存在利益冲突的群体或者自我保护能力弱的农民自身。

To safeguard the immigrant worker's rights and interests is a complication during the development of cities in China. All-round protection is undoubtedly perfect. But if we analyse every guardian, we will discover that the real leading role must be government not the group that conflict with immigrant workers or themselves who are short of the ability to self-guard.
