Representative Government: Principles and Challenges

代议制政府自 13世纪首先出现在英国以来 ,经过了漫长的历史发展 ,现代代议制政府在各个不同的国家有着不同的表现形态。尽管如此 ,现代代议制政府有其基本原则作为政府运作的指导原理 ,亦有深远的理论历史渊源可以追溯 ,本文就是在剥析代议制政府表象以后 ,深究其理论原理与思想根源 ,并且在分析了当代的代议制政府因行政国家兴起而面临一定的难题以后 ,进一步简要地展望代议制政府在未来时期的发展态势。

Dating back to the 13th century's England, the representative government has a long and rich history and shows different appearances in different countries. Modern representative governments, however, share several common guiding principles and a common theoretical source. This article is to explore these theoretical principles and mental sources behind the presentation, and to briefly forecast the developing course of the future representative government after taking into account the current issues caused mainly by the rising of administrative states.
