摘要
“高官问责制”是香港特区政府为了适应新的行政环境而在 2 0 0 2年 7月进行的公共政策体制的重要改革。这一制度在近两年的运行中已经表现出了一些初步成效 ,但它离完整的与民主政治相一致的责任政府目标还有一定的距离 ,存在一些有待完善的地方。
The Principal Officials Accountability System set up by the Hong Kong government in July 2002 is an important reform in public policy system. This system has now gained some significance in the past two years. However, this system is by far different from the real accountablity government, which would be in accordance with wholly democratic government, and needs some improvements.
