During the cold war era India and USSR developed a kind of intimate paramilitary alliance relationship. After ephemeral coldness, this bilateral relationship has been heated since 1993. The cooperation during the cold war era is the combination between a kind of global hegemony dream and a kind of regional hegemony dream. After the cold war, Indo-Russian cooperation is more independent, and both of them focus on the goal of becoming world great power. It is the transition of the structure of international system and the change of the relative capability status between India and Russia that determine the changes of the strategic interest structure between them.
