摘要
提出了制定高速公路收费模式应遵循的三个目标:效益、收益和公平目标.结合沪嘉高速公路收费模式,从经济效益、财务收益和使用者效益分析角度,提出了制定和评价高速公路收费模式的程序和方法.
The paper puts forward three objectives:benefits,revenue and fairness which should be followed in establishing the charge model of expressway toll.Taking the charge model of toll for shanghai-Jiating expressway as an example,the paper proposes the procedure and method for establishing and evaluating the charge model of expressway toll.
