城区非法行医专项治理整顿分析

Analysis of single target rectification of illegal medicine practising in urban areas

目的:分析城区非法行医存在的问题、原因、危害,探讨严历打击非法行医有效的措施。方法:采取明查、暗访与巡回检查相结合,对执业资格、安全注射、消毒、传染病管理、医疗废弃物处置等按照国家有关规定,进行现场检查。结果:城区内非法行医现象严重,消毒、安全注射、医疗废弃物处置存在很大隐患,技术操作不规范。依法取缔了非法行医75家,没收药品、医疗器械价值4万元,捣毁、没收各种招牌30余块。结论:数次非法行医突击性整顿,时隔不久恢复原状;应加强法律宣传和监管队伍建设,加大执法力度,改变监督模式,实施综合突击整治与长效监管机制相结合。

Objective To analyze problems,causes and harmfulness of illegal praetsing medicine practicing and find out effective countermeasures against it. Methods Making on-the-spot examinations according to relevant national rules and standards of practice qualifications,safe injection,disinfection,communicable disease control,waste disposal etc. by way of observing publicly and investigating privately and making inspection. Result In the urban area there exists many spots of illegal medicine-practising and great injection,waste disposal,substandard manipulation. 75 spots of illegal medicine practicing were suppressed;drugs of 40,000 yuan,medical instruments confiscated and more than 30 signboard smashed up. Conclusion Although sudden and violent attacks were made, those suppressed spots to stage a comeback soon. Therefore,education in legality supervision team,enforcement of the law should be strengthened;supervision should be improved and sudden comprehensive rectification and supervision of enduring effect should be combined.
