摘要
加强水利基本建设资金的控制与监督,是切实做到管好用好水利建设资金的重要保证。文章运用典型事例,在建立、健全相关法规和控制制度,把好资金使用管理的各个环节,强化事中监督、过程控制,加大政府部门、新闻媒体和群众的监督力度等方面进行了探讨。
Strengthening the control and supervision of the fund for the capital construction of water conservancy projects is an important guarantee for the earnest management and utilization of the fund for the capital construction of water conservancy projects. With typical examples, the present article probes into different aspects including the formation and improvement of related laws and controlling systems, good handling of the various links for the utilization and management of the fund, intensified supervision in and control of the process with more supervision from governmental departments, news media and the masses.
