文化安全问题探索的是一个国家的文化在世界文化关系中的命运和处境。文化安全问题的话语背景是国家文化观和民族文化立场,其实质是国家安全问题。文化安全追求的目标是,在跨国文化关系中,特定国家文化的体系不被瓦解,创新机制不被破坏,价值功能不被消解,民族风格不被改变,主权地位和国际影响力不被取消。当然,文化产权不被侵犯、文化创新成果不被掠夺也是文化安全的重要目标。文化安全问题源于不同文化的冲突与竞争,是经济全球化与科学技术发展的必然产物。

The question of cultural safety is to probe for the destiny and situation of one country in world cultural relation. The words background of cultural safety is the national cultural view and national culture position whose essential is national security. The goal cultural safety pursues is that in the relation of transnational culture the cultural system of one specific country is not disintegrated, the innovative mechanism is not destroyed, the value function is not cleared up, the national style is not changed, the sovereignty position and international influence power are not to be cancelled. Certainly, there are also some important goals of cultural safety that the culture property right should not be infringed and the cultural innovation achievement should not be robbed of. The question of cultural safety derives from the conflict and competition of different cultures and should be the inevitable result of economic globalization and scientific and technologic development.
