浅谈建设单位有效控制工程造价的措施

随着计划经济向市场经济的逐步转移,工程造价管理在基本建设中的地位和作用变得越来越重要。本文对建设单位如何有效控制工程造价进行了探讨,指出工程造价管理要贯穿工程建设的全过程,根据实际对如何保证决策阶段和设计阶段投资估算质量给出了一些措施;对于施工阶段通过审慎选择施工队伍、严密订立施工合同和加强施工监理过程的工程造价管理等措施来保证有效控制工程造价;竣工阶段要合理准确地计定工程决算造价。通过实施全过程控制来保证对建设单位有效控制工程造价。

<abstract>th planned economy shifting to market economy step by step,the role of project cost management in capital construction becomes more and more important. This paper discusses how to control project cost efficiently for construction entities,and points out that project cost management should run through the whole process of project. Based on practice some measures are given to guarantee the investment estimation quality at decision making stage and designing phase; to guarantee effective control of project cost through cautiously choosing construction company, strictly concluding construction contract and strengthening the project cost management during the construction supervising course,etc. and to guarantee the project cost accounted for reasonably and accurately at completed stage. Thus,the efficient control of project cost for construction units can be guaranteed through implementing whole course control.
