摘要 政府绩效管理是指对政府履行“经济调节、市场监管、社会管理、公共服务”等政府职能时所取得的成绩和效益进行过程监控与结果评估的管理活动。它包括四个基本方面的绩效指标 (4E) :经济 (Economic)、效率(Efficiency)、效果 (Effectiveness)和公平 (Equity)。政府绩效管理创新应遵循四条基本原则 :在绩效管理主体上 ,专门机构进行绩效管理与公民评估并重 ,并以人民是否满意为主维度的原则 ;在绩效管理客体上 ,过程监控和结果评估并重 ,以过程监控为主 ,公务员个人评价与政府组织评价并重 ,并以组织评价为主的原则 ;在管理评估标准上 ,经济、效率、效果和公平并重 ,以效果和公平为主的原则 ;在绩效管理价值追求上 ,评估优劣奖惩与政府效能建设并重 ,以政府效能建设为主的原则。 Summary of the essay:Government’s performance management is the management activity of course supervision and result assessment implemented to the achievement and benefit made when governments fulfill functions of ” economic adjustment, market supervision, social management, public service ”, etc. It includes the performance indexes (4E) of four basic respects, namely economy, efficiency, effectiveness and equity. Government's performance management innovation should follow four basic principles: As far as the subject of the performance management is concerned, the principle is that the specialized institution carrying on performance management and citizen’s assesses are regarded as equally important, with the main dimensionality of the people being satisfied or not; As far as the object of the performance management is concerned, the principle is regarding the course control with the result assessment as equally important, taking course as the core; The principle is regarding civil servants’ individual evaluation with organization’s evaluation as equally important , taking organization’s evaluation . As far as managing the standard of assessing of management is concerned, the principle is regarding economy, efficiency, effectiveness and equity, taking effectiveness and equity as the core; As far as the sought value of performance management, the principle of is regarding assessing good and bad, rewards and punishments as well as governments’ efficiency construction as equally important, taking governments’ efficiency construction as the core.
