国外科技评估对我国科技成果鉴定工作的启示

The Inspiration of Foreign Scientific and Technological Evaluation to the Appraisal of the Scientific and Technological Achievements in China

介绍国外进行科技评估的做法,指出我国科技成果鉴定工作存在的问题,如法律责任不明确;不利于与国际接轨;不正确的导向作用;鉴定结论的不合理的挂钩等,分析形成原因,对改善我国科技成果鉴定工作提出几点建议,即建立适用的科学的科技成果评估体系;转换政府的职能;完善科技成果评估制度并给予立法保障;加强评估队伍和组织建设;评估过程必须保持高度的独立性。

This thesis introduces the ways of S&T evaluation abroad, points out the problems in the appraisal of the scientific and technological achievements, such as uncertain legal responsibility; unfavorable conditions to connect the outside world; unreal guidance etc, analyzes its reasons, and puts forward some suggestions to improve the appraisal of the scientific and technological achievements in China.
