以民为本,是建设小康社会的基础;富民,是建设小康社会的必由之路;民富,是建设小康社会的目标。要实现小康社会的宏伟目标,必须大力发展民营经济,先由民富,再到国富,走民富国强的良性循环之路。

To be people-focused is the basis of constructing a well-off society; to make the people living in plenty is the only way to the well-off society; and people living in plenty is the objective of building a well-off society. To achieve the great objective of building a well-off society, we must exert great efforts to develop private economy, to make our people living in plenty first, then to make our country prosperous, following a virtuous circle that the people live in plenty and the country strong.
