公有民办二级学院办学效益观探析

摘要 公有民办二级学院的生命力在于公有体制下引入民营机制,但实践中又产生公有和民营在效益观上的矛盾。公有民办二级学院办学效益观的价值取向应是教育活动必须符合国家和社会公共利益,其根本目的是为了教书育人,因而在办学效益实现过程中应正确处理教育效益、经济效益、社会效益三者之间的关系,将教育效益放在首位,经济效益放在第二位,社会效益放在第三位,三者相互依存,互为因果,不能割裂。 The vitality of public-owned local-run colleges lies in the introduction of private ownership into the public-ownership system, but in practice there are conflicts between private-owned effect concepts and public-owned effect concepts. The value orientation of public-owned local-run colleges should be like this: educational activities must be in accordance with the national and public interest. The fundamental purpose is to impart knowledge and cultivate talents, therefore, educational effect should always be put in the first place, the economic effect the second place and the social effect the third place in dealing with their relationships. The three kinds of effects interact with and depend upon one another, never to be separated.
