Why Letting the People Be Themselves and Coordinating Them is the Basic Principle for Our Definition of the Role of Government

区分清楚政府"是什么"和"应该是什么",是定位政府角色的基础。现实中的政府是社会中的暴力垄断组织,其产生与持续存在均有深刻的集体行动的逻辑,是"匪帮"和民众理性自利的结果。文明发展和历史潮流要求政府应该是为全体社会成员谋福利的工具,而不是一部分人掠夺另一部分人的工具,并且它应该建立在社会契约等理念的基础上。改革开放的实践经验、社会利用知识的理论以及现实发展的需要,都要求政府角色定位应遵循"以民为本、公正协调"的原则。"保障民权,尊重民意,关注民生,激发民资,开发民智",是政府实现"以民为本"的有效措施;建立政府与民间的良性互动机制,是社会实现"以民为本"的关键。"以民为本"将揭开中国社会发展的新篇章。

The clear distinction between ″what government is″ and ″what government should be″ is the basis in the definition of the role of government. In fact, government is a monopolistic organization of violence in the society, which has a natural tendency to infringe upon the rights and liberties of people. As a result of the reason and self-interest of the bandits and demos, the form and continued existence of government have a deep logic of collective action. The development of civilization and history require that government be the tool for the welfare of all social members, not a tool by which some people plunder the others; that government be constructed based on the modern ideas such as social contract and so on. The practical experience of Reform and Open to the outside world, the theory about the use of knowledge in society and the need of the development of realities all require that we follow the principle of ″letting the people be themselves and coordinating them justly″. The effective measures for government to realize its role lie in protecting people's right, respecting people's will, thinking much for people's livelihood, inspiring people's potential and exploiting people's mind. The key for the people to be themselves is to build a mechanism through which government and people can effect each other well. The revival of the thought of ″letting people be themselves″ will bring China a bright future.
