道德和法律作为两种不同的社会调控手段,彼此互相依存,互为补充,相互作用,共同推动着人类历史的向前发展。道德对法律的制定(立法),法的适用(执法)和法的遵守(守法)具有导向、保证和媒介作用。

As two different means of social regulation and control, morality and law push forward the human history in interdependence, mutual complement and interaction. Morality plays the roles of guidance, guarantee and media in the establishment, implementation and observation of law.
