本文从分析19世纪末20世纪初美国三种市政管理体制:市长暨议会制、委员会制、城市经理制入手,详尽地阐述了城市经理制的起源、发展和特点,剖析了城市经理制确立的历史背景。明确提出进步运动的蓬勃发展、公共管理新理念的出现、城市化进程的加快、企业管理理念的普及为城市经理制的确立和发展提供了条件和基础。自诞生以后,城市经理制不断发展,采用城市经理制的城市一直呈上升趋势。在发展过程中,城市经理制自身也不断得到修正,从而适应了现代城市管理。

This paper analyses American three management systems of city government: system of mayor and parliament; system of council; system of city manager, and states the origin, development and characteristics of system of city manager. With its development, system of city manager has adapted the requirements of modern city management and become an indispensable and important system of American city management.
