新型合作医疗制度的可持续发展分析

The Sustaining Development Analysis of Rural Cooperative Medical Scheme(RCMS)

“因病致贫”和“因病返贫”现象的普遍存在成了农村脱贫的巨大障碍,国家不得不再一次尝试在农村建立新型合作医疗制度。然而,在此之前国家已经有两次尝试“恢复和重建”农村合作医疗制度均告失败。本文主要指出合作医疗制度必须有一个经济上的支柱。农民个人不能承受巨大风险,集体经济已经解体,所以政府的重视和负责到底成了这一制度成败与否的关键,在此基础上本文提出了新型农村合作医疗制度可持续发展的一些对策。

The widespread phenomenon that farmers become poverty because of terrible deseases become tremendous obstacle ofr farmers to escape from poverty.The goverment has to try again to establish rural cooperative medical scheme(RCMS).However,previously government alreadly has done two trials to resume and rebuild rural cooperative medical scheme(RCMS),and the result of them are failure.This text primarily point out that there must be an economic backbone for rural cooperative medical scheme(RCMS).The farmers individual cant bear the tremendeous risk and collective economy has already disintegrated,so the function of government becomed the key factor of the system.After that,this text bring up some countermeasure for the sustaining development of rural cooperative medical scheme(RCMS).
