黑山峡水库淹没及移民

Reservoir Inundation and Resettlement of Heishanxia Project

黄河黑山峡河段开发方式受制于庞大的水库移民安置数量和巨大的移民安置难度。文章简要叙述了近十多年来黑山峡库区水库淹没实物指标的变化情况,初步分析了水库周边地区移民安置环境容量现状及安置调整方案,按现行政策匡算了水库淹没补偿投资。针对黑山峡库区所处的半干旱地区移民安置的特殊难度进行了粗浅论述,并对于现设计深度尚未落实的黑山峡库区特殊问题提出了需进一步深入研究的建议。

The type of development for Heishanxia reach of Yellow River is restricted by a large number of resettlers and great difficulty of resettlement. The changeable conditions of inundated object index in Heishanxia reservoir is briefly described in a recent decade. The current environmental capacity of resettlement around the reservoir has been analyzed, and the compensation cost for reservoir inundation is estimated according to the present policy. It roughly remarks special difficulties in semi-arid area of Heishanxia reservoir. As to special problems not up to design depth in Heishanxia reservoir region, suggestions are put forward for further study.
