摘要
文章分析了目前地勘单位人均资产较少、主导产业的培育缓慢,历史欠帐多、解决社会保障问题和调整队伍结构难以短期内奏效等实际问题。认为地勘单位企业化需要一个较长的时间,而且在东部经济发达地区至少需十年以上,在不发达地区可能需二十年左右的时间。并结合浙江省地勘单位的实际,提出以地域为单元进行队伍结构调整,稳步推进地勘单位改革,推进产权制度改革和机制创新,建立现代企业制度等项对策建议。
There are several problems that hinder the development of enterprises of geological prospecting units, such as, insufficient per capital assets; slow development of leading industry; historical outstanding accounts; social security and the structural adjustment. Therefore, enterprises may last ten years in the east economic developed areas, while about twenty years in less developed areas. Attention is given to the: structural adjustment by taking region as a unit; steadily pushing the reform of geological prospecting units and property rights and mechanism innovation; establishing modern enterprise system.
