At present, Chinese urban development has entered a special era that is affected by multiple interwoven exogenous factors. As the most representative component of the city, public facilities have shown apparent changes characterised by tendencies that are more market-orientated, more information rich, and more regionalized specific. To reflect these changes, it is of vital importance to deploy appropriate strategies and to take corresponding actions so as to ensure the healthy development of the city as a holistic entity.
